Founded in November 2023, A Safe Haven Foster Care Network was established from a shared commitment to improve the lives of children and families within the foster care system. The organization was created by Sandra L. Tolliver, MEd, and Lisa I. Adams, AS, two leaders united by compassion, experience, and a deep understanding of child welfare.
Sandra brings more than a decade of firsthand experience as a foster parent and advocate, supported by her academic background in Education, Sociology, and Psychology. Her work reflects a strong commitment to trauma-informed care, family preservation, and advocacy for children in care.
Lisa serves as Board President and holds an Associate of Science in Integrated Studies with a concentration in Business Administration. She brings over 20 years of experience in business and administration, along with more than ten years of experience in foster care as an Office Administrator and Compliance Officer. Her expertise supports strong organizational structure, regulatory compliance, and operational integrity.
Together, Sandra and Lisa bring complementary strengths and a shared mission to build a safe, supportive, and empowering network for children, foster parents, and the communities they serve.

As a former foster parent, I have seen firsthand the transformative impact that love, stability, and support can have on a child's life. Inspired by those experiences; A Safe Haven Foster Care Network to provide every child with a safe and nurturing environment where they can heal and thrive. My goal is to empower foster families with the resources they need to create a brighter future—one child, one home, one story at a time.

Through leadership rooted in compassion and creativity, I strive to create meaningful change in my work, my nonprofit mission with A Safe Haven Foster Care Network, and my everyday life. My purpose is to leave a legacy that empowers, restores hope, and inspires others to rise into their fullest potential.
